內(nèi)容摘要

殘疾兒童給家庭和社會(huì)帶來嚴(yán)重負(fù)擔(dān)，但他們是社會(huì)最值得關(guān)注、最具有搶救性康復(fù)價(jià)值的_。因此他們能否得到及時(shí)、有效康復(fù)治療不僅關(guān)系到他們自身的命運(yùn)而且還影響著家庭和社會(huì)的穩(wěn)定，對(duì)提高國民素質(zhì)也有重大意義。本研究對(duì)江蘇省 0～6 歲殘疾兒童康復(fù)機(jī)構(gòu)進(jìn)行現(xiàn)況調(diào)查和統(tǒng)計(jì)分析，找到機(jī)構(gòu)發(fā)展存在的問題和不足，提出解決問題的方法，以期提升康復(fù)機(jī)構(gòu)的服務(wù)水平和質(zhì)量，最終讓受訓(xùn)的殘疾兒童得到更專業(yè)、更規(guī)范的康復(fù)訓(xùn)練。根據(jù)研究目的，編制出《江蘇省 0～6 歲殘疾兒童康復(fù)機(jī)構(gòu)基本情況調(diào)查表》，問卷以政府公文的形式下發(fā)到各個(gè)機(jī)構(gòu)。調(diào)查內(nèi)容包括江蘇省所有 0～6 歲殘疾兒童康復(fù)機(jī)構(gòu)的基本情況，以及不同級(jí)別、不同隸屬關(guān)系、不同地區(qū)分布?xì)埣矁和祻?fù)機(jī)構(gòu)的情況的比較。
研究結(jié)果顯示：江蘇省 0～6 歲殘疾兒童康復(fù)機(jī)構(gòu)的建設(shè)和發(fā)展與我國的整體規(guī)劃同步；江蘇省 0～6 歲殘疾兒童康復(fù)機(jī)構(gòu)基本滿足了殘疾兒童的康復(fù)需求；江蘇省地市級(jí)和縣區(qū)級(jí) 0～6 歲殘疾兒童康復(fù)機(jī)構(gòu)的發(fā)展較為平衡；江蘇省 0～6 歲殘疾兒童康復(fù)機(jī)構(gòu)的隸屬關(guān)系多樣，各自特點(diǎn)不同；蘇南、蘇北蘇中三個(gè)地區(qū) 0～
6 歲殘疾兒童康復(fù)機(jī)構(gòu)的發(fā)展模式不同。對(duì)策和建議是：強(qiáng)化省級(jí)康復(fù)機(jī)構(gòu)建設(shè)，
注重點(diǎn)、線、面的協(xié)調(diào)發(fā)展；強(qiáng)化與教育部門的溝通合作，促進(jìn)其加大對(duì)特殊教育的投入；重點(diǎn)扶持民辦 0-6 歲殘疾兒童康復(fù)機(jī)構(gòu)；省、市聯(lián)動(dòng)，加大對(duì)蘇中地區(qū) 0-6 歲殘疾兒童康復(fù)機(jī)構(gòu)的扶持的基礎(chǔ)上，完善機(jī)構(gòu)自身管理；建立以機(jī)構(gòu)康復(fù)為基礎(chǔ)，社區(qū)康復(fù)和家庭康復(fù)為補(bǔ)充的綜合康復(fù)服務(wù)網(wǎng)絡(luò)，推進(jìn)“人人享有康復(fù)服務(wù)”目標(biāo)早日實(shí)現(xiàn)；重視殘疾預(yù)防工作，努力降低殘疾兒童的發(fā)生率，構(gòu)建和諧幸福新江蘇。

II復(fù)，29.96%機(jī)構(gòu)可開展孤獨(dú)癥康復(fù)，18.06%的機(jī)構(gòu)可開展低視力康復(fù)。
不同級(jí)別 0～6 歲殘疾兒童康復(fù)機(jī)構(gòu)的工作人員數(shù)量不同，地/市級(jí)殘疾兒童機(jī)構(gòu)的工作人員數(shù)量多于縣/區(qū)級(jí)康復(fù)機(jī)構(gòu)；不同隸屬關(guān)系 0～6 歲殘疾兒童機(jī)構(gòu)的經(jīng)費(fèi)來源不同、年收訓(xùn)兒童能力不同；不同地區(qū) 0～6 歲殘疾兒童機(jī)構(gòu)的經(jīng)費(fèi)來源不同、建筑面積不同（蘇中地區(qū)最少）、年收訓(xùn)兒童能力不同（蘇中地區(qū)最少）、工作人員數(shù)量不同（蘇中地區(qū)最少）。
結(jié)論：

1. 江蘇省 0～6 歲殘疾兒童康復(fù)機(jī)構(gòu)的建設(shè)和發(fā)展與我國的整體規(guī)劃同步；

2. 江蘇省 0～6 歲殘疾兒童康復(fù)機(jī)構(gòu)基本滿足了殘疾兒童的康復(fù)需求；

3. 江蘇省地市級(jí)和縣區(qū)級(jí) 0～6 歲殘疾兒童康復(fù)機(jī)構(gòu)的發(fā)展較為平衡；

4. 江蘇省 0～6 歲殘疾兒童康復(fù)機(jī)構(gòu)的隸屬關(guān)系多樣，各自特點(diǎn)不同；
5. 蘇南、蘇北蘇中三個(gè)地區(qū) 0～6 歲殘疾兒童康復(fù)機(jī)構(gòu)的發(fā)展模式不同。
建議：① 強(qiáng)化省級(jí)康復(fù)機(jī)構(gòu)建設(shè)，注重點(diǎn)、線、面的協(xié)調(diào)發(fā)展；② 加強(qiáng)教育部門經(jīng)費(fèi)投入；③ 強(qiáng)化省級(jí)康復(fù)機(jī)構(gòu)建設(shè)與民辦機(jī)構(gòu)平衡發(fā)展；④省、市康復(fù)機(jī)構(gòu)聯(lián)動(dòng)，加大對(duì)蘇中地區(qū) 0-6 歲殘疾兒童康復(fù)機(jī)構(gòu)的扶持；⑤ 以機(jī)構(gòu)康復(fù)為基礎(chǔ)，社區(qū)康復(fù)和家庭康復(fù)為補(bǔ)充的綜合康復(fù)服務(wù)網(wǎng)絡(luò)，盡早實(shí)現(xiàn)“人人享有康復(fù)服務(wù)”目標(biāo)。

AbstractSurvey on the current status of rehabilitation service for disabledchildren aged 0 to 6 years old and strategies on optimization inJiangsuObjective：
The disabled children raised the burden of the society and families, but they arethe most worthy of attention, have the most value of rescue and rehabilitation. Wouldthey be cured in not only related to their only destiny but also affected the stability ofthe family and society, and have a great influence on the improvement of the quality ofthe citizens. To get the information of rehabilitation agencies for disabled children inJiangsu and analyze the e*isting problems, we conducted this investigation and it willprovide reliable supports for government to make the rehabilitation policy,rehabilitation program and rehabilitation project for disabled children in the future.
Methods：
According to the research purpose, we identified the items of questionnaire, and"The questionnaire basic on the situation of rehabilitation service for disabled childrenaged 0 to 6 years old in Jiangsu" was used in the investigation. When thequestionnaires were collected, the audit staffs that get the training review it and theprofessionals input it. The survey content includes the general condition of all therehabilitation agencies for the disabled children aged 0-6 years, and compared comparewith the rehabilitation agencies of different levels, different regions, and differentjurisdictions. In this study, the basic conditions of comprehensive and specializedrehabilitation training agencies were described and statistically analyzed, and then weanalyzed the e*isting problems and shortcomings under the development of the currentrehabilitation agencies of disabled children in Jiangsu, and proposed thecountermeasures and suggestions.The data was double entry by using Epidata 3.1, andSPSS13.0 statistical software was used for data processing mainly for descriptiveanalysis, chi-square test, and rank-sum test, in which p<0.05 as the threshold ofstatistical significance.
Results：
The five top regions with the largest number of rehabilitation institutions wereNanjing, *uzhou, Nantong, Yancheng, Lianyungang City. Of the 228 agencies, 0.44%are province-level agencies, 42.98% are city-level and 56.58% are county-levelII
