摘　要
隨著全球經(jīng)濟(jì)一體化的發(fā)展，國際交流進(jìn)一步加大，公民出入境人次的不斷攀升，社會(huì)主義_的不斷完善，國家政治、經(jīng)濟(jì)、文化等領(lǐng)域取得了很大的發(fā)展。邊防管理人員對(duì)出入境管理法規(guī)的執(zhí)行已經(jīng)不能適應(yīng)時(shí)代的發(fā)展需要，邊防管理人員在業(yè)務(wù)素質(zhì)、服務(wù)水平等綜合能力方面需要加強(qiáng)。
同時(shí)，隨著我國對(duì)外開放的力度的加大和國際不確定因素的影響，邊防管理在偷渡與反偷渡、走私與反走私、情報(bào)與反情報(bào)、_與反_的斗爭日趨尖銳復(fù)雜。此外，面對(duì)日趨嚴(yán)格的“嚴(yán)da整治“和反腐敗斗爭的震懾，一些嚴(yán)重刑事犯罪、經(jīng)濟(jì)犯罪分子企圖出_逃躲避打擊。但是現(xiàn)行邊防管理系統(tǒng)不完善，權(quán)屬多頭，管理能力十分有限。而且我國貪官外逃現(xiàn)象十分復(fù)雜，需要具有中國特色的防止外逃措施。這給我國目前的邊防管理帶來了很大的壓力，我們殷切需要高素質(zhì)綜合多能化的邊防管理人才。
再者，在創(chuàng)建服務(wù)型邊防管理模式的探索中，出入境管理人員對(duì)出入境服務(wù)和出入境管理的錯(cuò)誤認(rèn)識(shí)，片面的強(qiáng)調(diào)二者的對(duì)立關(guān)系，導(dǎo)致出入境管理人員與服務(wù)對(duì)象時(shí)常發(fā)生矛盾，而片面的強(qiáng)調(diào)服務(wù)職能，沒有服務(wù)意識(shí)導(dǎo)致服務(wù)片面化、形式化、庸俗化、利益化，這又與創(chuàng)建服務(wù)型管理模式相違背。對(duì)此，我們首先要建立和完善_建設(shè)，展開健全監(jiān)督制度，開展廣泛性、經(jīng)常性、群眾性宣傳活動(dòng)，使廣大服務(wù)對(duì)象能夠明白和理解出入境管理工作的原則和程序，進(jìn)行法律知識(shí)普及工作，把權(quán)力關(guān)進(jìn)制度的籠子，讓權(quán)力在陽光下進(jìn)行。其次要經(jīng)常進(jìn)行思想教育和專業(yè)知識(shí)培訓(xùn)，在提升邊防管理人員態(tài)度、責(zé)任意識(shí)的同時(shí)，也熟練的掌握出入境管理相關(guān)方面的技能，使自己適應(yīng)二十一世紀(jì)邊防管理前進(jìn)發(fā)展道路。
因此，國家在做好和完善邊防管理機(jī)構(gòu)設(shè)置的同時(shí)，也必須加強(qiáng)
